17.10.2008 IZZI urges to review terms of competition on implementation of terrestrial digital television
IZZI has sent today letter to the Prime Minister I.Godmanis and Transport Minister A.Slesers urging to review rules on procedure how pretenders will be selected for introduction of terrestrial digital television.
IZZI has analyzed rules on procedure of selection of candidates, who will implement terrestrial digital television (DVBT) and found that this process does not ensure offer of qualitative service as well as threatens very process of transition to the DVBT.
IZZI believes that deadline defined for submission of confirmation of interest – November 10, 2008 – is shortened without reason. More time is needed to perform exact calculations and develop qualitative offer, which will be binding for company. Estimates of company show that there is no economical background for stating that rights to perform DVBT broadcasting till December 31, 2013, as it is prescribed in government regulations on procedure how DVBT broadcasting of electronic mass media will be implemented.
IZZI considers that transferring to DVBT it is necessary to choose most up-to-date compression technology – MPEG-4 and not allow pretenders to choose freely between MPEG-2 and MPEG-4. It would be essential clearly define that choosing in favour of MPEG-4 serves as an advantage. Taking into account long-term goals of project, it would be more rational from point of consumers’ view already at initial stage to go for more up-to-date solutions.
In order to ensure successful transition to DVBT, IZZI calls Prime Minister together with Transport Minister to review terms and government regulations.
IZZI as a pathfinder of digital TV in Latvia is unambiguously interested to use its technological and financial resources as well as qualified human resources to implement DVBT in Latvia. Therefore we believe that it is necessary to ensure fair competition, allowing implementation of DVBT to perform in good quality and by sustainable approach instead of haste. The latter relies on assumptions and not no calculations.
